No, you may not build without an approved plan being submitted and approved, unless you are building in a rural area where this is not a requirement.
Department of housing, Construction Companies, Municipalities countrywide, NGO’s. No plan approval is required for rural areas , however other areas that require plan approval timeframe is determined by the local municipality.
Once the foundation is ready, an average two bedroom house could take a week to erect.
